Opositores, periodistas independientes y exiliados reunidos el jueves y este viernes en Madrid propusieron "concertar un movimiento coordinado de profesionales y expertos radicados en Cuba y en la diáspora" para hacer un diagnóstico "de los principales retos sociales y económicos del país" y "diseñar sus posibles soluciones".
Los activistas participaron en una jornada de "formación para líderes cubanos", organizada por la Asociación de Iberoamericanos por la Libertad (AIL) en la Casa de América de Madrid. Consideraron necesario celebrar un encuentro para "establecer a un grupo de personas en la Isla y la diáspora como autoridad intelectual" capaz de identificar soluciones que puedan ser adoptadas "como programas de transición por los actores políticos". En un documento titulado "Itinerario de pensamiento para Cuba entre las dos orillas. Cuba 3.0", señalaron como objetivo general del esfuerzo comenzar "estudios para consensuar pensamiento y actitudes en el presente y el futuro de Cuba".
Esos estudios incluirían "la construcción de consensos para alcanzar unidad en la diversidad y el impacto de un debate plural, incluyente y participativo, sereno y respetuoso para alcanzar una transición pacífica en Cuba". Asimismo, analizarían el posible "impacto de la libertad de expresión y el uso ético de los Medios de Comunicación Social (MCS) y las Nuevas Tecnologías (NT) en la actual y futura situación de Cuba"; valorarían un eventual "proceso de educación ética y cívica de los cubanos (…) como medio para alcanzar el buen ejercicio de la libertad, la responsabilidad y la democracia", y las características de una transición jurídica y constitucional.
También, incluirían el debate de "las transformaciones institucionales, de propiedad y tecnológicas necesarias para la producción de alimentos (…) retos de contaminación ambiental, seguridad energética, el déficit de vivienda, la reducción del costo de la educación y medicina sin limitar la cobertura universal y mejorando su calidad, fortalecimiento de los sistemas de seguridad social (en especial las pensiones de retirados), la creación de empleos y fomento de PYMES (…) la transparencia y el fortalecimiento de la calidad de las instituciones y del sistema jurídico", entre otros puntos. Los activistas indicaron en el documento que el propósito es dar "la mayor difusión dentro y fuera de Cuba al conjunto de los razonamientos, conclusiones y propuestas de los expertos y presentarlas a la población y las autoridades de manera formal bajo el lema de 'Otra Cuba mejor es posible'".
Añadieron que, tras un primer encuentro iniciador del Itinerario de Pensamiento para Cuba (Cuba 3.0), deberían organizarse otros por temáticas como pensamiento económico, educativo, sobre marco jurídico y constitucional, agricultura, medios de comunicación y nuevas tecnologías.
'Implementar acciones'
A la "formación para líderes cubanos" auspiciada por la AIL asistieron Dagoberto Váldes Hernández, de la revista Convivencia; Daniel Millet Jiménez, del Comando Agromontino F.N.R. Orlando Zapata; Eliecer Ávila Cicilia, de la organización Somos+, Elizardo Sánchez Santacruz, de la Comisión Cubana de Derechos Humanos y Reconciliación Nacional; Jorge Luis García Pérez (Antúnez), del Frente Nacional de Resistencia Cívica Orlando Zapata; Manuel Cuesta Morúa, del Arco Progresista; Reinaldo Escobar y Yoani Sánchez, del diario digital 14ymedio, y Yusmila Reina Ferrera de la Unión Patriótica de Cuba, todos residentes en la Isla.
Además, Alejandro González Raga y Elena Larrinaga, del Observatorio Cubano de Derechos Humanos; Amado Lorenzo, Grupo de Estrategia y Geopolítica; Antonio Guedes Sánchez, de la AIL; Antonio José Ponte y María Matienzo Puerto, de DIARIO DE CUBA; Frisia Batista, de Raíces de Esperanza; José Oscar Pérez Couce, del Centro Cubano de España, y Tomás G. Muñoz y Oribe, de la Unión Liberal Cubana.
La jornada incluyó una conferencia de Ramón Guillermo Aveledo, exsecretario Ejecutivo de la Mesa de la Unidad Democrática (MUD), coalición opositora venezolana. También sesiones de trabajo interno sobre la situación actual de la oposición, y sobre estrategias y propuestas para acciones durante la próxima Cumbre de las Américas y a mediano y largo plazo.
Los participantes propusieron "implementar acciones para mantener las demandas de los 'Cuatro Puntos de Consenso Mínimo'" de la oposición. Estos son la "liberación incondicional" de todos los presos políticos; el cese de la represión contra los disidentes; la ratificación de los pactos de derechos civiles y políticos, económicos, sociales y culturales firmados por el régimen en la ONU; el respeto a los convenios de la Organización Internacional del Trabajo (OIT) sobre derechos laborales y sindicales, y el reconocimiento de la legitimidad de la sociedad civil independiente.
También llamaron al análisis del documento "Un Camino Ético para la Sociedad Civil Cubana", una suerte de código ético que defiende el diálogo y rechaza la violencia, y a debatir propuestas para una ley de asociaciones y partidos y una nueva ley electoral.

The opposition, independent journalists and exiles met on Thursday and Friday in Madrid and proposed "to co-ordinate a group of experts from the island and exile to make a diagnosis “of the principal social and economic challenges of the country" and "to design possible solutions".
The activists participated in a session of "training for Cuban leaders", organised by the Association of Ibero-americans for Freedom (AIL) in the premises of “Casa de América” in Madrid.
It was considered necessary to organise a forum "to appoint a group of persons in the Island and exile as intellectual authority" capable of identifying solutions that could be adopted "as transition programs by the political actors". In a document with a tittle "Itinerary of thoughts for Cuba between the two borders - Cuba 3.0", indicated as general objective of the effort to begin "studies agree thoughts and attitudes in the present and the future of Cuba". Those studies would include "the construction of consensus to reach unit in the diversity and the impact of a plural discussion, that include everybody to participate, serene and respectful to reach a peaceful transition in Cuba".
Also, they would analyse the possible "impact of the freedom of opinion and the ethical use of the Social communication media (MCS) and New Technologies (NT) in the current and future situation of Cuba"; would value a contingent "ethical and civic education process of the Cubans as a way to reach the good exercise of the freedom, the responsibility and the democracy" and the characteristics of a legal and constitutional transition. Also, they would include the discussion of "the institutional transformations, of property and “know how” necessary for the food production, environmental pollution challenges, energy safety, the housing deficit, the reduction of the cost of the education and medicine without limiting the universal coverage and improving its quality, strengthening of the social security systems (especially the pensions of retirees), the creation of employment and promotion of PYMES (Small and medium size companies), the transparency and the strengthening of the quality of the institutions and of the legal system", among other points.
The activists indicated in the document that the purpose is to give "the greater diffusion inside and outside of Cuba to the reasoning, conclusions and proposals of the experts and to present them to the population and the formal way authorities under the slogan of “Other better Cuba is possible".
Added that, after a first encounter of the Thought Itinerary for Cuba (Cuba 3.0), they would have to organise others by subjects such as economic thought, educational, on legal and constitutional framework, agriculture, media and new technologies.

The event included a conference by Ramón Guillermo Aveledo, ex executive secretary – “ Mesa de la Unidad Democrática (MUD), a party coalition opposing the current government of Venezuela.
Also internal work meetings on the current situation of the opposition, and on strategies and proposals for actions during the next Summit of the Americas – medium and long term. The participants proposed "to implement actions to maintain the demands of the four Minimal Consensus Points” of the opposition. These are the "unconditional release" of all the political prisoners; cease of the repression against the dissenters; the ratification of the civil and political rights agreements, economic, social and cultural signed by the regime in the UN; the respect to the agreements of the International Organization of the Work (ILO) on occupational and union rights, and the recognition of the legitimacy of the independent civil society.
They also ask for the analysis of the document "An Ethical Road for the Cuban Civil Society", an ethical code that defends the dialogue and rejects the violence, and to discuss proposals for a new law of associations, political parties and elections.
